When the DOT put rules in place for drug screening over 20 years ago, they mandated that if the failure rate for testing ever reached 1%, drug screening must increase from 25% to 50% until the failure rate drops below the 1% threshold. Due to the threshold for failed drug screenings being reached, drivers will be tested more frequently beginning Jaunuary 1, 2020.
