The South Carolina Department of Motor Vehicles (SCDMV) has announced a few important changes that will affect motor carriers across the state. If you operate in South Carolina, here’s what you need to know:

Columbia Customer Service Relocating

While the SCDMV will continue to maintain its headquarters in Blythewood, it will no longer offer customer service for motor carriers at that location. The last day of operations at the Blythewood customer service office is July 3, 2025.

Going forward, all Motor Carrier services will be handled at the Columbia-O’Neil branch office. Be sure to plan ahead if you typically handle business in person at the Blythewood location.

FMCSA Rule Change: Electronic Medical Certificates Required Starting June 23

There’s also a major federal change on the horizon. The FMCSA’s “NRII” final rule goes into effect June 23, 2025, requiring all states, including South Carolina, to accept only electronic submissions of medical certificate information.

Here’s what this means for you:

  • After June 23, 2025, paper medical certificates will no longer be accepted by the SCDMV.
  • Any certificate or exam issued on or after June 23 must be submitted electronically.
  • The SCDMV will still honor valid paper medical certificates issued before June 23, but only until they expire.
  • Medical providers must be registered with the FMCSA to submit medical information electronically. If your provider is not registered, they’ll need to sign up through the FMCSA National Registry.

Make sure you and your providers are prepared ahead of time to stay compliant and avoid any disruption to your operations.
