Update On Misleading URS & Biennial Emails

The following information has been distributed nationwide by FMCSA. State trucking associations as well as officially registered FMCSA process agencies have been asked to send out this alert.

PLEASE READ CAREFULLY! In an effort to maintain FMCSA perspective, we have made minimal edits to this Alert and its form. Information received from the South Carolina Trucking Association (SCTA) have also been added to this message.

FMCSA Division Administrators,

There have been several recent reports by FMCSA division office staff of misleading email messages related to the URS biennial update and the UCR filing fees and deadlines. These recent emails look like the ones that were sent from GovDelivery.com on behalf of the Office of Registration and Safety Information on October 3rd and 7th.

However, these recent messages did not come from our office or any other part of FMCSA. In some cases, these emails have links that look like FMCSA-sponsored links, but in reality are re-directed to private-sector compliance companies. The agency's security team has been alerted and is investigating.

Also, please note the following:

  1. FMCSA will not be deactivating any USDOT#s on November 1, 2013. In November, the Agency will send out warning letters to carriers, HMSPs, and IEPs due to update in January 2014 with update instructions and their PIN. More information regarding deactivations and other implementation items will be coming out to you soon in an enforcement policy memo.
  2. The biennial update requirement in URS is completely separate and not related to the states' UCR - (Unified Carrier Registration)
  3. For UCR questions, have the carrier (or other regulated entity) contact their state agency in their base state (where they have their principal place of business). Direct them to www.ucr.in.gov for more UCR details.
  4. Brokers, Freight Forwarders, and Cargo Tank Facilities are not subject to the Biennial Update until October 23, 2015.
